The brilliance of Brute Basics, Brain and Business.

As Malaysia continues to be competitive on the global stage, member states are now more eager than ever to make their case- for investments, industry expansion, and innovation. As a student observing this race, the name of the game is narrative. How are state economic narratives being narrated across multinational boardrooms and what does it echo to the Malaysian on the street, in Malaysia and abroad? For Johor, the card at play is Singapore-Plus-One with the Johor-Singapore Special Economic Zone. For Penang, its semiconductors and E&E. For Sarawak, it's energy. But what about Selangor? For an industrially mature state that seemingly does it all and has it all, where is the focus? What is the story? And is there any runway left for rocketship growth.

Attending Konvensyen Mahasiswa Selangor (KOMSEL) Australia 2026, I listened to a portfolio presentation by the CEO of Menteri Besar Selangor Incorporation Berhad (MBI), YBhg. Dato’ Ts. Saipolyazan M Yusop, and upon further reading the answer caught me by surprise. It’s pretty simple and it cuts clean. I call it the Brilliance of Brute Basics, Brain and Business.

In terms of Basics, the key to understanding Selangor’s economy is understanding its inherent advantages: water and utility. Sounds basic but these are the foundation on which the Selangor economy is built upon. As of today, Air Selangor has a water reserve margin of 18% and that margin is expected to grow to 22% by 2029 with the completion of Rasau Water Treatment Plant (NST, 2025). In comparison, Johor’s margin today is at 15% while Penang’s is at 30%, making Selangor one of the most water secure industrial hubs in the region (Berita Harian, 2026).

Building on this, MBI subsidiaries like Air Lestaril and Heliosel are advancing the bounds of water utility technology. Air Lestari leads in industrial water reclamation and recycling, achieving 70 to 80 per cent water recovery from discharged water previously deemed as waste. Reselling treated water at 20 to 25 percent lower cost, Air Lestari marks itself as a pivotal piece in Selangor’s circular water economy (NewsWav, 2025). Heliosel, on the other hand, further enhances this operation by integrating hydroelectric and solar energy capacity to water processing plants, making it greener, and more importantly, sustainable amidst the global energy crisis (FocusM, 2026).

In terms of brain power, Selangor is training and skilling talents at two fundamental levels. Foremost, it’s producing specialised operational talents through vocational training. This helps maintain the aforementioned foundations, water and utility within the state. Appearing in the internet podcast Keluar Sekejap (2025), Menteri Besar Dato’ Seri Amirudin Shari elaborated on how having state owned universities like Universiti Selangor (UNISEL) and Universiti Islam Antarabangsa Selangor (USIM) allows the state to be more nimble and acute when producing graduates to match industry demand. Underlining this, he added that,to date, UNISEL is the only university in Malaysia to offer a comprehensive course on water services management, despite all states operating water supply services (Keluar Sekejap, 2025).

Dato’ Ts. Saipolyazan M Yusop added to this at KOMSEL 2026, elaborating that being part of the Selangor ecosystem allows students from UNISEL to undergo vocational training with MBI subsidiaries like Air Selangor and be considered for direct absorption. This further streamlines Selangor’s talent pipeline in the utility services space and reinforces its inherent advantage.

On a secondary level, building upon these fundamentals, Selangor has also been steadfast in training world-class engineering talents in future industries like Integrated Circuit (IC) design, transport machinery and aerospace engineering (The Edge, 2026). Under Selangor Information Technology & Digital Economy Corporation (Sidec), Selangor now house the Advanced Semiconductor Academy of Malaysia (ASEM), the first IC design school in Malaysia, so far producing 739 IC engineers, and partnering with the likes of Indian Institute of Technology Madras (IIT Madras Global) and ARM, as well as 65 local universities (DNA, 2025). These two fundamental levels stand as a testament to the state's economic strategy, calibrating resources and talent to fulfill present demand.

Within the business domain, Selangor has also been growing its market both domestically and internationally. Dato’ Ts. Saipolyazan M Yusop shared that MBI has started engaging in international utility projects including the National Project “Modernization of the Energy and Utilities Sectors” in Kazakhstan.

Also present was Mr. Loo Chuan Boon, Chief Operating Officer of Sidec who added that Sidec has also been proactive in featuring Selangor based start-ups on to the global stage, appearing in international exhibitions like the Smart City Summit & Expo (SCSE) 2026 in Taipei and Kaohsiung, as well as bringing Selangor’s start-ups to Hangzhou, China under the Selangor E-Commerce Xccelerator Programme (DNA, 2023).

Looking at these three layers, what we see is coherence with intent. Yes, it does feel like Selangor is doing a lot in a variety of different areas. But it’s doing so, in a way that is connected and coherent. Basics, Brain and Business do not happen in isolation. Instead, they are built upon one another like a three layer cake. And at a time where global trade is becoming increasingly tense with geopolitical conflicts and supply chain disruptions, perhaps an end-to-end stack is what investors are looking for, ensuring resilience for manufacturing and business. This is the Selangor story.

In the end, Selangor is not trying to be flashy. It's not trying to attract investments through catchy acronyms or soundbites. In fact, while researching for this article, I can tell you that Selangor is underperforming when it comes to communicating its achievements to the public. But that’s not really the game they’re playing, because Selangor is selling resilience, a friendly business environment in a high-tech high-skill ecosystem that is built upon a formidable base, the Brilliance of Brute Basics, Brain and Business.
